HERO is composed of several Teams. Each Team is trained to do a specific job. Most jobs can be done by anyone willing to train.
Some Teams have special physical capability requirements.  The Teams, jobs, skills and abilities required are listed below:

Command Center Operations Team

• Record and track incidents.
  
• Allocate and assign resources.
  
• Communicate with City services via Ham radio
  
• Organization and management skills.
  
• Able to work outside for 4 hours at a time. 
  
• Able to think under pressure.

Damage Survey Team

• Conduct a quick survey of areas assigned at the Command Center looking for major damage, determine if a building is occupied and radio for Search and Rescue and/or Medical Teams.
• Able to drive, and able to walk for an hour at a time day or night.

Fire Suppression - 
Search, and Rescue Team

• Attempt to suppress or contain small fires with large extinguishers and small fire hoses.
  
• Shut off compromised utilities.
  
• Search light-to-moderate damaged buildings in teams.
  
• Open airways, stop major bleeding, immobilize major fractures.
  
• Use paramedic-level lifts and stretchers to extract casualties.
  
• Able to run with a 20 lb fire extinguisher or fire hose.
  
• Able to lift 60 lbs and carry it 60 feet including up and down stairs. 
  

Medical Team

• Triage patients and perform a head-to-toe Injury Assessment.
  
• Provide first aid for abrasions, burns, lacerations, fractures, sprains and strains.
  
• Provide emergency oxygen and airway management if Hilltop residents fund equipment necessary (RN's, EMT'S, EMR's ).
  
• Non-hemophobic.
  
• Knowledge of or willingness to learn advanced First Aid and Emergency Medical Responder protocols.
  

Transport Team

• Transport patients to Command Center Treatment Area, and hospitals when they open.
  
• Have a truck or van with 6' of floor space and a safe driving record.
